In the early afternoon, a time when the neighborhood is typically bustling with activity, the sidewalks and stores were empty.</p><p>I met Ceasar Sanchez, standing at the entrance of a barbershop on Cesar Chavez Avenue, one of the area’s main thoroughfares.
