Sogar einen mbtiles-Host gefunden, der vorgenerierte Kartendaten für die Niederlande und Europa bereitstellt – super! Digitale Overheid (geautomatiseerd account)<a href="https://www.digitaleoverheid.nl/achtergrondartikelen/saba-gestart-met-gebruik-luchtfotos/" rel="nofollow noopener" target="_blank">Saba gestart met gebruik luchtfoto’s</a>In december 2024 zijn luchtfoto’s en hoogtemetingen van Bonaire, Sint Eustatius en Saba online beschikbaar gesteld in de <a href="https://www.digitaleoverheid.nl/nieuws/nieuwe-dataroom-caribisch-nederland-online/" rel="nofollow noopener" target="_blank">Dataroom Caribisch Nederland</a>. Deze belangrijke stap is onderdeel van het doel om de digitale samenleving in Caribisch Nederland te versterken. Het is voor het eerst dat er beeldmateriaal van de eilanden beschikbaar is in een data viewer. Op Saba oriënteert de afdeling Infrastructuur & Ruimtelijke Ordening zich volledig op het nuttig inzetten van het beeldmateriaal in geografische kaarten van het eiland.EfficiencyDe online beschikbare geo-data van Bonaire, Sint Eustatius en Saba dragen bij aan een grote efficiencyslag in het verbeteren van overheidsdiensten. Zelda Meeuwsen, hoofd Infrastructuur & Ruimtelijke Ordening Saba, licht toe wat dit voor Saba betekent: “Het Openbaar Lichaam Saba (OLS) heeft veel taken. Onze afdeling is verantwoordelijk voor de voorbereiding en toezicht op de uitvoering van infrastructurele projecten, waaronder het onderhoud en beheer van wegen en overheidsgebouwen. We ontwikkelen beleid voor betaalbaar wonen, behandelen bouwvergunningaanvragen en werken aan een bestemmingsplan, wat Saba nog mist. Goed kaartmateriaal is essentieel bij het uitvoeren van al deze taken.”Wie gaan de geo-data gebruiken?De afdeling werkt op dit moment aan een geografisch informatiesysteem (GIS) waarin data van verschillende bronnen wordt samengevoegd. Meeuwsen vertelt: “We maken een basiskaart met luchtfoto’s, hoogtes, contouren en bestaande informatie over de eilandinfrastructuur. Dit wordt de onderlegger voor verdere informatie, die we de komende maanden aanvullen met eigen data en gegevens van andere organisaties. Dit ondersteunt ons werk en dat van andere afdelingen en organisaties”, zegt Meeuwsen. “Organisaties zoals de Conservation Foundation kunnen de data meteen gebruiken, bijvoorbeeld voor natuurmonitoring. En de data komt bijvoorbeeld ook van pas om risicogebieden te identificeren die ontstaan na hevige regenval en om een regenwatermanagementplan te ontwikkelen. Voor burgers is het voorlopig minder zichtbaar, maar publicaties zoals bouwaanvragen worden hiermee wel inzichtelijker. En wanneer we alle gegevens gecombineerd hebben, kunnen we ook kaarten met specifieke informatie genereren. Zoals een monumentenkaarten, waarmee we beter met burgers kunnen communiceren.”Up-to-date houden van de dataOver het bijhouden van de data zegt Meeuwsen: “Met luchtfoto’s en lokale observaties kunnen we bouwactiviteiten vastleggen. Regelmatige nieuwe foto’s helpen ook bij natuuronderzoek. Zoals het monitoren van erosie aan wegen door klimaatverandering die leiden tot aardverschuivingen en steenlawines. Goed kaartmateriaal helpt ons probleemlocaties te markeren en maatregelen te nemen, bijvoorbeeld muren bouwen of bomen aanplanten om risico’s te beperken.” <blockquote> “De luchtfoto’s en hoogtemetingen zijn het puzzelstukje dat we nodig hadden om beter gebruik te kunnen maken van geo-informatie voor onze projecten en beleid.” Zelda Meeuwsen, hoofd Infrastructuur & Ruimtelijk Ordening Saba </blockquote> AdressenregistratieDe data spelen ook een rol in de ontwikkeling van een mogelijk Basisregistratie Adressen en Gebouwen (BAG) voor de eilanden. Momenteel is er geen BAG voor de eilanden, maar er wordt bekeken of een vorm van basisregistratie opgezet kan worden. “Een inventarisatie van gebouwen is dan de 1e stap. Hoeveel gebouwen zijn er? Wat is hun functie? Zo krijgen we ook inzicht in het aantal woningen, de woonbehoefte en welke woningen moeten worden ontwikkeld. Betrouwbare basisgegevens zijn hiervoor cruciaal.”Efficiënter samenwerkenDe luchtfoto’s en hoogtemetingen verbeteren efficiëntie en samenwerking. Meeuwsen: “Voorheen hadden we losse bestanden. Het elektriciteitsbedrijf had een kaart, wij hadden wat gegevens, maar geen goed adressenoverzicht. Door de luchtfoto’s, hoogtemetingen en andere bestaande informatiebronnen te koppelen, krijgen we een overzicht van allerlei belangrijke fysieke kenmerken van een locatie. Dit komt bijvoorbeeld van pas bij onze bouwprojecten. Zo kunnen we leidingen makkelijker lokaliseren bij wegverbredingen en daarmee schade tijdens de uitvoering van de werkzaamheden voorkomen. Saba is klein, dus veel gaat vanzelf goed, omdat de lijntjes tussen verschillende organisaties kort zijn. Maar met een beter overzicht kun je vooraf problemen signaleren, efficiënter werken en onderzoek besparen.”Kennisuitwisseling gebruik GIS-systemenWel zijn er uitdagingen. Zo is er volgens Meeuwsen nog behoefte aan ondersteuning en kennisuitwisseling bij het gebruik van de systemen: “We bouwen zelf kennis over GIS op, maar training en ondersteuning zouden helpen om efficiënter met het kaartmateriaal te werken. 2 collega’s verdiepen zich er nu in, maar het is lastig om ruwe data om te zetten in bruikbare datasets. Samenwerking met specialisten en een trainingsprogramma is daarom nodig.
