"The Maya Train: Infrastructure and Racial Capitalism in Southeast Mexico" by Claudia Fonseca Alfaro

"The racialising practices embedded in the discourse behind the Maya Train can be summarised in one theme: a myth of expendable bodies in a heartland of expropriation. Indigenous bodies are perceived as disposable in a context where the capitalist voracity that fuels the vision of the Maya Train sees the environment, health of local communities, and livelihood practices as things worth sacrificing. I describe the southeast as a heartland of expropriation because the Maya Train represents a new chapter in the historical expansion of massive tourism in the Yucatán Peninsula. The Maya Train is a continuation of spatial reorganisation practices that have previously attempted to connect the region to circuits of capital through infrastructure. The megaproject, however, represents a new chapter in the sense that it exhibits two departures from previous infrastructure-led developmentalist interventions: (a) the increased role of the military in constructing, protecting, and managing civilian infrastructure; and (b) a change of tone in discourse. The AMLO administration—a self-described leftist government that attempts to portray an image of awareness of colonial legacies—has disavowed neoliberalism, promising a “fourth transformation” that will see a new age where the well-being of the poor comes before the economic interests of the private sector. Despite this promise, the Maya Train project reminds us of previous interventions carried out by AMLO's neoliberal predecessors and fails to address colonial residues in any meaningful way."

Tropical Storm Sara will bring an extreme risk to lives and property in Central America where feet of rain may fall before tracking toward #Florida next week.

"Rain may pour down for days on the northern parts of #Nicaragua and #Honduras before shifting to eastern parts of #Guatemala, #Belize and southeastern #Mexico this weekend.

"A general 8-12 inches (20-30 cm) will fall in this zone, but a large pocket of 12-18 inches (30-45 cm) of rain is forecast from northern Honduras and Nicaragua, with an AccuWeather Local StormMax™ of 50 inches (127 cm).

"'This amount of rain will trigger major #FlashFlooding and #mudslides with the potential for catastrophic loss of life and tremendous damage,' AccuWeather Chief Meteorologist Jonathan Porter warned.

"Some communities could be cut off for days due to washed-out roads and bridges or blocked by debris flows. Demands for rescue and recovery efforts, as well as food and medical supplies, will be great in the wake of the storm in the region.

"Because of Sara's proximity to the #Caribbean for several days, it will likely not unwind fully. As a result, winds, waves and #StormSurge will blast the coast of #Honduras, eastern #Guatemala, #Belize and Mexico's #Yucatan Peninsula. Sporadic #PowerOutages are likely due to #StrongWinds."

HIGH CHANCE that #SARA forms in the Western Caribbean later this week.

Interests in #Jamaica, the #Caymans, #Cuba, and the #Yucatan must closely monitor the progress of this disturbance. #Florida needs to watch this heading into next week.

Milton is reaching peak wind speeds, at a full blown Cat5, as of now.

Yucatan peninsula N will catch some hell.

Moving forward, Milton will meet some shearing, and waters that are not as warm, along with #tropicalDisturbance1 which is pushing considerable mass of hot air, light rain away from Florida Keys into the Atlantic, creating a vast plume of air + rain, which will have a considerable mitigating effect on Milton.

Milton is still expected to make landing as a Cat3, irrespective of panic floggers and dezinfo.
