One might ask: why does the taxpayer pay for all this ? A valid [US] question.
Why not let the entrepeneur [mining company] pay for the mess they made ?
First of all, the prosperity for the nation has already been taxed.
And second: given that all raised production costs will ultimately be payed by the consumer... why not let the responsibility be on the more trust worthy government Regarding the execution of the restauration.
May be more and stricter regulation on the method of mining would be more effective.
